NBA Terminology 

“Unrestricted Free Agent” means a Free Agent who is not
subject to a Team’s right of first refusal. In other words, can walk away.   

“Restricted Free Agent” means a Veteran Free Agent who is
subject to a Team’s right of first refusal in accordance with Article XI. This means, the player doesn't have the last say so, the team does.
